Attorney Profile
Nann Winter has been advising and representing public agencies and local governments since 1987, and she is certified as a Specialist in Local Government Law by the New Mexico Board of Legal Specialization. During the course of her legal career, Ms. Winter has provided representation to dozens of local governments on utility-related and right-of-way matters, including eminent domain, franchise agreements, public improvement districts, special assessment districts, procurements, and also concerning issues of statutory and constiutional powers. In addition, she has represented local government interests in regulatory and rate-making proceedings before the New Mexico Public Regulation Commission, the Federal Communication Commission, the Federal Energy Regulation Commission, and in state and federal courts. Since 2004, Ms. Winter has served as General Counsel to the Albuquerque Bernalillo County Water Utility Authority (a water and wastewater system with 215,000 connections), and she was its first Executive Director in 2003. Ms. Winter and the firm recently acted as trial counsel in the Water Authority's acquisition by eminent domain of a 17,000 connection system contiguous to the Water Authority service territory. Among the local governments in New Mexico that Ms. Winter has represented on franchise-related matters are Bernalillo County, Los Alamos County, Dona Ana County, Lea County, the City of Raton, the City of Las Vegas, the City of Las Cruces and the City of Santa Fe. Prior to joining the firm, Ms. Winter served as the Deputy City Attorney for the City of Albuquerque and oversaw that Legal Department's Utility Franchise office for over 10 years. She is a director and shareholder of Sheehan, Sheehan & Stelnzer, P.A. and has served as a board member for numerous philanthropic and non-profit organizations in New Mexico.
